The first 48 hours after water gets in
EPA advises: "It is important to dry water-damaged areas and items within 24-48 hours to prevent mold growth."
- Stop the water and keep power off in wet areas
- Take photos before anything is moved
- Call your insurer and write down the claim number
- Pull out soaked carpet pad and run fans and a dehumidifier
- Do not seal wet walls with new paint or drywall

The January 22, 2024 flood
On January 22, 2024, Lindbergh Field recorded 2.73 inches of rain, about a quarter of a normal year (NOAA NCEI; annual normal 9.79 inches). Local reports described it as the wettest January day on record. El Cajon recorded 2.75 inches. The City of San Diego reported that hundreds of people were rescued.
Chollas Creek, a concrete-sided channel, overflowed into nearby neighborhoods. A year later, local news reported that water flowed into and through 400 to 500 homes in Southcrest and Shelltown and that nearly 5,000 structures were damaged countywide, with flooding also in Spring Valley, Lemon Grove and National City (NBC San Diego, Jan 2025). FEMA declared a major disaster, DR-4758, on February 19, 2024, with Individual Assistance for San Diego County (OpenFEMA).
If drywall was patched over damp framing, carpet went back down on a wet slab or a musty smell lingers, an inspection can check moisture and growth behind the surfaces.
Where mold hides after a leak
- Under carpet and pad, along slab edges
- Inside drywall, where water wicks upward
- Behind cabinets after a sink leak
- In ceilings, under a roof leak; see attic and roof-leak mold
- Under raised floors, in the crawl space of an older home
Crawl spaces under older raised-floor homes
Most newer San Diego-area homes sit on a concrete slab; in 2024, 89.9% of new single-family homes started in the Pacific region were built on slab (NAHB). Some older homes, such as early 1900s bungalows, sit on raised wood floors over a crawl space instead.
Water can sit in a crawl space long after the rooms above look dry. Signs: a musty smell from floor registers, cupped floors, damp soil, sagging wet insulation and growth on joists.
A crawl space job fixes the water or drainage first, then removes wet insulation, cleans framing and dries the space. Published national estimates: about $500 to $2,000 (Fixr; This Old House). Old duct or pipe wrap may contain asbestos, so ask about testing first. Read more in crawl space mold in older San Diego homes.
Water damage restoration or mold remediation?
Water damage restoration in San Diego is mostly extraction and drying. Mold remediation handles growth that has already started. If materials stayed wet more than a day or two, ask for both in one scope.
Insurance and flood coverage
The California Department of Insurance says mold and flood are usually excluded from homeowners policies. Sudden and accidental water damage, such as a burst supply line, is typically covered, while water damage from seepage or leaks is not. Flood coverage is generally not provided in a homeowners or renters policy (CDI Residential Insurance Guide, Jan 2026).
Flood insurance through the National Flood Insurance Program covers up to $250,000 for the structure and $100,000 for its contents, and renters can insure belongings up to $100,000; see floodsmart.gov. Check your declarations page. Nobody can promise coverage.
After a disaster: contracts and door-knockers
After a big storm, door-to-door sellers show up. A home solicitation contract for repair or restoration after a declared disaster can be canceled until midnight of the seventh business day after you sign and date it (Civil Code §1689.6(c)); B&P §7159 adds a matching seven-day notice.
California also makes unlicensed repair work after a declared natural disaster a crime (B&P §7028.16). Check the CSLB license and keep deposits small: the down payment is capped at $1,000 or 10%, whichever is less.
California rules box
No state mold license: California does not license mold inspection or remediation as its own trade, so checking credentials is up to you. The Contractors State License Board (CSLB) license classifications include no mold class. You can check a CSLB license (required for repair work of $1,000 or more or any job needing a permit, the minor-work limit since January 1, 2025), IICRC and ACAC certifications and an insurance certificate.
No state mold limits: under the Toxic Mold Protection Act, state exposure standards were never adopted; the health department concluded in 2005 that science-based limits could not be set.
Written contract: contracts over $500 must be written (B&P §7159). A contract signed at home can usually be canceled within 3 business days (5 for seniors), or 7 business days for repairs after a declared disaster (Civil Code §1689.6).
Asbestos: San Diego County APCD Rule 1206 requires a survey and 10 working days' notice before renovations in buildings with 5 or more units, unless under 100 sq ft is disturbed; it does not cover buildings with 4 or fewer units. Older single-family homes may still contain asbestos, so testing before tear-out by a Cal/OSHA Certified Asbestos Consultant is best practice.
Permits: in the City of San Diego, up to 100 sq ft of drywall replaced in a trade repair is exempt; larger repairs need a No-Plan permit, and historic homes are excluded (IB 203). Elsewhere, check with your city.
Questions to ask each company
- What is your CSLB license number? (Required for repair work of $1,000 or more or any permitted job.)
- Which IICRC or ACAC certifications does your team hold?
- Can I see a current insurance certificate?
- Will I get a written protocol and scope?
- Who does clearance testing? Independent testing is best practice.
- In an older home, does anything need an asbestos check before tear-out?
- What caused the moisture, and who fixes it?
- Will I get a written contract, as §7159 requires over $500?

Water damage and mold questions
How fast can mold grow after water damage?
EPA advises drying water-damaged areas and items within 24 to 48 hours to prevent mold growth. Materials that stayed wet longer, or got flood water, usually come out.
Does homeowners insurance cover mold after a leak?
It depends on your policy and the cause. The California Department of Insurance says mold and flood are usually excluded, sudden and accidental water damage is typically covered, and water damage from seepage or leaks is not (CDI, Jan 2026). Check your declarations page and talk to your insurer before work starts. Nobody can promise coverage.
Is flood damage covered by a regular policy?
Usually not. CDI says flood coverage is generally not provided in a homeowners or renters policy. Flood insurance through the National Flood Insurance Program covers up to $250,000 for the structure and $100,000 for contents, and renters can insure belongings up to $100,000.
Can I cancel a contract I signed after the flood?
Often, yes. For repair or restoration contracts after a declared disaster, California Civil Code §1689.6 gives a buyer until midnight of the seventh business day after signing to cancel a home solicitation contract. The usual period is 3 business days, or 5 for seniors. Read the cancellation notice in your contract. Not legal advice.
Is water damage restoration the same as mold remediation?
They overlap. Water damage restoration focuses on extraction and drying in the first days. Mold remediation is for growth that has already started, with containment, removal and cleaning. Many companies do both.
