Mold Remediation in La Jolla & Pacific Beach, CA

Neighborhoods, not cities

Because both areas are inside the City of San Diego, the City's Development Services Department handles rebuild permits. Its Information Bulletin 203 (July 2024) sets the main lines for mold jobs:

  • Like-for-like repairs of $1,000 or less with no electrical, plumbing or mechanical work need no building permit
  • Up to 100 square feet of drywall replaced as part of such a trade repair is exempt
  • Larger drywall and damage repairs usually go through a No-Plan permit
  • The exemptions do not apply to designated historic buildings or homes in historic districts, and older buildings may need historic review

If any permit is needed, California also requires a CSLB-licensed contractor, whatever the price. The company you hire should confirm with Development Services.

Pacific Beach by ZIP code

ACS 2020–2024 5-year estimates for ZIP code 92109, which covers Pacific Beach and Mission Beach. ZIP areas only roughly match neighborhood lines. We did not research La Jolla's ZIP code, so no La Jolla figures appear here.

Roughly seven in ten households rent, and most homes are apartments, condos or attached units rather than detached houses. That shapes most mold questions here: who is responsible, and how one unit's leak reaches another.

Beach air and closed-up rooms

Lindbergh Field, the closest NOAA normals station, averages 9.79 inches of rain a year (NOAA 1991–2020). The moisture problem on this stretch of coast is the air. Our approximate calculation from NOAA hourly normals puts early-morning humidity around 80% from June through September, and the marine layer is typical in May and June.

Search-tool estimates show mold searches for La Jolla peaking in early summer, which fits that pattern. Closets on outside walls, bathrooms without strong fans and rentals left closed between tenants or guests are the usual spots.

See closet and window mold and bathroom and shower mold. If a leak started it, see mold after a leak or flood.

Renters, condo owners and HOAs

Renters: report mold to the landlord in writing (Civil Code §1941.7). Visible mold can make a unit substandard once a health or code officer finds it (H&S §17920.3(a)(13)), and §1942.5 limits retaliation for 180 days after a good-faith complaint. Not legal advice.

Condo owners: check your CC&Rs for who maintains what. In buildings with five or more units, San Diego County APCD Rule 1206 requires an asbestos survey and 10 working days' notice before renovation disturbing 100 square feet or more. See rental, condo and HOA mold.

California rules box. California does not license mold inspection or remediation as its own trade, so checking credentials is up to you. Ask for a CSLB license number, IICRC or ACAC certification, an insurance certificate, a written scope, independent clearance testing, an asbestos check for older materials, the plan to fix the moisture source and a written contract (B&P §7159, jobs over $500).

Price ranges are in the mold remediation cost guide.

La Jolla and Pacific Beach mold questions

Are La Jolla and Pacific Beach separate cities?

No. Both are neighborhoods of the City of San Diego, so City of San Diego building permits, Development Services rules and code enforcement apply. Separate cities such as Coronado have their own building departments. Give your street address when you ask for quotes.

Do I need a permit to replace moldy drywall in my Pacific Beach condo?

Maybe not for a small job. Under the City's Information Bulletin 203 (July 2024), up to 100 square feet of drywall replaced as part of a plumbing, electrical or mechanical repair is exempt, and like-for-like repairs of $1,000 or less with no trade work need no permit. Larger jobs usually go through a No-Plan permit.

My Pacific Beach rental smells musty every summer. What can I do?

Tell your landlord in writing and keep a copy, since a landlord's duty to repair mold starts on notice (Civil Code §1941.7). Visible mold can make a unit substandard once a health or code officer finds it. Run fans, keep closets open and move furniture off outside walls meanwhile. This is not legal advice.
